Urban Runoff Management Plans and Storm Water Ordinance Amendment
The City of San Diego recently updated its Jurisdictional Urban Runoff Management Plan and its
six Watershed Urban Runoff Management Plans. It was also involved in the development of a Regional
Urban Runoff Management Plan. The City's Storm Water Ordinance was amended to conform to the requirements of the
2007 Municipal Permit (Order No. R9-2007-0001).
Storm Water Ordinance Amendment
On February 5, 2008, the City amended its Storm Water Management and Discharge Control Ordinance (San Diego
Municipal Code Section 43.03) via Ordinance No. 19716 to conform to the requirements of the 2007 Municipal Permit (Order No. R9-2007-0001). The list of allowable non-storm water
discharges was updated to be consistent with the list from the 2007 Municipal Permit. Certain allowable non-storm water discharges were modified to be
permissible only if the City's minimum Best Management Practices are implemented. The approved amendments to the Storm Water Ordinance are available below.
Final Mitigated Negative Declaration (MND)
A final Mitigated Negative Declaration (Project No. 134590) was prepared by the Development Services Department, which analyzed the potential environmental impacts of the plans
and Storm Water Ordinance Amendment. Certification of the final Mitigated
Negative Declaration by the City Council occurred on January 22, 2008, via Resolution No. 303352.
Jurisdictional Urban Runoff Management Plan (JURMP)
The City's Jurisdictional Urban Runoff Management Plan encompasses City-wide programs and activities designed to prevent and reduce storm water pollution within City boundaries.
This plan was adopted by the City Council on January 22, 2008, via Resolution NO. 303351.
Regional Urban Runoff Management Plan (RURMP)
The County of San Diego led the development of this regional plan with input from the City and other jurisdictions. The City will implement activities according to the plan.
Watershed Urban Runoff Management Plans (WURMPs)
There are six watersheds located within City of San Diego boundaries. Within San Diego County, portions of watersheds outside City of San Diego boundaries are managed and protected by other cities and the County in a coordinated effort.
The Watershed Urban Runoff Management Plans for the six watersheds in which the City has jurisdiction have been updated per the new requirements in the 2007
Municipal Permit. They describe the many projects and activities planned for these watersheds to further protect our rivers, streams, bays, and the ocean
from storm water pollution. Projects and activities are spread out over several years. The City will be continuously reviewing and revising its lists of watershed
projects and activities incorporated into the plans to maximize resources and achieve efficiencies, which may create modifications to future lists.
Planned City of San Diego Watershed Projects and Activities
Many projects and activities are planned for these watersheds to further protect the streams and oceans from storm water pollution. Projects and activities are spread out over several years. The first phase of projects begins in 2008 and continues through 2012. The City will be continuously reviewing and revising this list of watershed projects and activities to maximize resources and achieve efficiencies which may create modifications to the list in the future.
