The City of San Diego is committed to supporting walking as a form of mobility and recreation. Walking is the oldest and most basic form of transportation. At some point during the day, we are all pedestrians, whether walking to school, transit, a parked car, work, stores, or for exercise. As part of the City's long-term vision contained in the General Plan, the City supports the planning and development of pedestrian-friendly streets, development projects, communities and neighborhoods. The City is committed to develop plans and implement pedestrian infrastructure projects and programs to improve safety and enhance the pedestrian environment and neighborhood quality in all of the City's existing communities. In order to better plan and implement pedestrian improvement projects, the City is developing a Citywide Pedestrian Master Plan. The Pedestrian Master Plan project includes a comprehensive analysis of each community’s existing pedestrian conditions and needs with an emphasis on community input throughout the process. The Plan will identify pedestrian routes to activity centers and infrastructure improvement projects along these routes. The Pedestrian Master Plan will be a key resource and advantage for the City when seeking grant funding needed to implement pedestrian projects that promote pedestrian safety, walkability, mobility, and neighborhood quality. Status:Phase 1With grant funding provided by the San Diego Association of Governments, the City hired a consultant team who worked with City staff and a project working group to complete Phase 1 of the Pedestrian Master Plan project. This work is documented in the Pedestrian Master Plan Report dated December 2006 (see links below).
Phase 2 & 3The City is continuing development of the Plan in each of the City's community planning areas beginning with the Pedestrian Master Plan Phases 2 & 3 project which will address the first seven communities: Greater North Park, Southeastern San Diego, Greater Golden Hill, Uptown, Normal Heights, Barrio Logan, and City Heights. The project began in spring 2008 and will take approximately 20 months to complete. The initial stage of the Phase 2 & 3 planning process includes visiting the seven community planning groups to invite community members to their respective Public Workshops, which will be held in fall 2008. The project team has also developed a community audit tool for each of the seven communities, and is asking community members to take note of specific deficiencies in their walking environments.
