Long-term Resource Management Strategic Plan The City of San Diego Environmental Services Department (ESD) has retained the services of Bryan A. Stirrat & Associates to develop a Long Term Resource Management Strategic Plan to address the City's solid waste needs for the next 25 years. This Long Term Resource Management project consists of two phases. Phase I will include identifying and evaluating options, facilities and technologies, while working with an advisory committee, to address the City's solid waste management needs. Phase II will provide more detailed analysis of select options, development of financial plans, recommendations for policy changes and the development of a Strategic Plan describing and analyzing how to implement these options. An Advisory Committee has been formed and will meet approximately once every two months. This committee will gain a thorough understanding of the challenges and obstacles of waste diversion in San Diego, and will assist in the process of identifying options and solutions. Meeting 1 On October 9, 2007 the RMAC members discussed the purpose of the committee, the mission statement and the principles of participation. Members were introduced to the City's Consultant Team; Bryan A. Stirrat & Associates, HF&H consultants, and Katz and Associates. ESD presented a brief overview of the department followed by HF&H presenting a regional view of the solid waste landscape. Meeting 2 On January 16, 2008 the RMAC members discussed the Screening Criteria for the long term resource management options that will be discussed in the next meeting. ESD presented the fiscal and the waste diversion impacts of the recently approved Construction and Demolition Ordinance and the City Recycling Ordinance.
Meeting 3 On February 20, 2008, RMAC members discussed the various alternatives and options for the long term resource management strategic plan. These included: zero waste programs, conversion technologies, waste to energy facilities, landfill optimization techniques and alternative disposal options.
Meeting 4 On April 30, 2008, RMAC members and the consultants screened and recommended the most viable options that will be further analyzed in Phase II of this plan.
Meeting 5 On June 18, 2008 RMAC members celebrated the completion of Phase I, discussed the schedule of the next steps and reviewed the options that will be analyzed in more detail in Phase II. Reference Documents

The City of San Diego is developing a strategic plan to determine how
to handle the 1.6 million tons of solid waste generated within the City
and buried in the Miramar Landfill every year. By producing this amount
of waste, the Miramar Landfill, the City's only municipally-operated landfill,
is projected to reach capacity and close by 2012. The strategic plan will
study how to increase the life of the landfill through waste reduction,
as well as what can be done with the non-recyclable waste after the Miramar
Landfill closes.
