About the Lead Safe Neighborhoods ProgramThe LSNP is administered by several City departments and a City agency, including: the Environmental Services Department (ESD), the City Attorney's Office/Neighborhood Code Compliance Department, the Development Services Department and the San Diego Housing Commission. ESD has the overall coordination responsibility. ESD Staff members associated with the LSNP are certified by the State of California to perform inspections and project monitoring related to the safe abatement of lead hazards.

Tips and ComplaintsIf you are a tenant in a house or apartment built before 1979 that contains deteriorated paint, and are unable to have the property owner correct the problem, call 858-694-7000 to file a confidential complaint. Also, if you observe anyone unsafely disturbing paint on a pre-1978 building (i.e., scraping, with paint chips falling to the ground), this may be a violation and you can file a confidential complaint at the same number. The City will perform an on-site inspection to determine if lead hazards are present and work with the owner and/or contractor to correct the problem(s). Free Training and Outreach Available for Individuals and OrganizationsIf you work on painted surfaces, you are likely contaminating both your clients' environment and tracking poisonous dust into your own home. It doesn't take much lead contamination to poison a child and leave them permanently impaired. By taking a free 8 hour Lead Safe Work Practices course, you will learn the correct way to conduct activities that disturb painted surfaces, provide a quality service to your clients, and avoid fines! Upon completion, you will receive a Certification of Completion of the HUD/EPA approved course that you can provide to your clients, assuring them that you are working in a lead safe manner. Funding Sources to Improve Residential PropertiesThe Lead Safe Neighborhood Program administers several local, state and federal grants and forgivable loan programs. To see if a grant or loan is currently available for your property*, call 858-694-7000 and ask for the Lead Safe Neighborhoods Program. Many of these services are provided in partnership with the San Diego Housing Commission. *Residents must qualify as low income, and there must be a child below the age of seven spending at least 30 percent of his or her time in the home. Free Children's Lead TestingDo you want to have your child tested to determine if they have an elevated blood lead level? The LSNP can provide you with free vouchers for children's lead test if they are not covered by any other health program. Call (858) 694-7000.
