College/Eastern Area Planning and Economic Review (CEAPER) Program
The College/Eastern Area Planning and Economic Review (CEAPER) Program has
multiple projects designed to refurbish the business and residential
neighborhoods in the College and Eastern areas of San Diego. These areas
include the neighborhoods of Chollas Creek, Colina del Sol, College, Darnall,
El Cerrito Heights, Oak Park, Rolando, and Rolando Park.
The business planning priority is to bring new jobs into the area and closer to
affordable housing. CEAPER's focus is business opportunities on University
Avenue, but it also promotes job creation and business retention in all
neighborhoods in the area. Projects supporting housing are designed to
revitalize deteriorated residential units to create affordable homes for the
San Diego workforce. CEAPER recognizes the importance of maintaining
investment from the private sector, and therefore encourages and promotes
marketing of housing in the CEAPER neighborhoods.
The CEAPER Program is based on the findings of the CEAPER Study that was
completed in August 1997. The study was sponsored by City Council District
7, and prepared by the City's Community and Economic Development
Department. The CEAPER Program goal is now implementing recommendations of
the CEAPER Study.
